Task Card Organization

I've started making task cards for my little first graders, but I still haven't decided how to organize them. What is the most effective, clutter free way?

I narrowed it down to these two styles that I've luckily found on Pinterest. ;) I have linked both pictures, so you could click on them and visit their sites for better explanations.

First option is to organize them into Zip Lock Bags and sort them into different folders, and second option is to make a task card board. I would have to put the cards together with a binder ring and hang them onto the right categories.
